Second Round of Bids to Repair Parkway Road Bridge Harvests Potential Contractor

May 6, 2015:  Bronxville officials hope that a second round of bids to repair the Parkway Road bridge, closed by the New York State Department of Transportation in July of 2013 because of structural deterioration, will put the project back on track and allow Parkway Road to be reopened to through traffic.

Village Administrator Jim Palmer reported that the village received four responses to the rebid for the bridge. The base bids, opened on April 23, are from:

  • The Arben Group for $348,970

  • TWI Construction Corp for $554,560

  • Eastern Excavation Inc. for $613,535

  • ELQ Industries, Inc. for $1,018,740

Plans to repair and reopen the bridge by this month were dashed in February when the village received only two bids for the project. The base bids exceeded $500,000 and $1 million, both substantially higher than the $235,000 in base repair costs plus $59,000 in additional costs estimated by WSP SELLS, hired by the village to assess the scope of damage and provide details of the work needed to repair the bridge. Palmer explained that the additional costs are included in the estimate to cover other elements of the bridge that might be revealed to need repair as the work progresses.

"We did have a more competitive price on the latest bids," Palmer said. He added that WSP SELLS has reviewed the lowest bid, from The Arben Group, and checked the company's references.

The board of trustees will hear a recommendation at its meeting on Monday, May 11, to approve The Arben Group's bid. Palmer anticipates that after approval the village and the contractor will hold a pre-construction meeting as soon as possible to determine a timetable for the repair work.

"We want to get the contract executed and start work right away," Palmer said.

Under intermunicipal agreements reached earlier this year, Bronxville and the Town of Eastchester have each contributed $50,000 toward the bridge's repair costs, and the City of Yonkers has contributed $30,000.

Palmer stated that the village is pursuing additional funding for the project. The office of State Assemblywoman Amy Paulin is helping the village prepare an application for a New York State capital grant.

Bronxville Overview

Bronxville is a quaint village (one square mile) located just 16 miles north of midtown Manhattan (roughly 30 minutes on the train) and has a population of approximately 6,500. It is known as a premier community with an excellent public school (K-12) and easy access to Manhattan. Bronxville offers many amenities including an attractive business district, a hospital (Lawrence Hospital), public paddle and tennis courts, fine dining at local restaurants, two private country clubs and a community library.

While the earliest settlers of Bronxville date back to the first half of the 18th century, the history of the modern suburb of Bronxville began in 1890 when William Van Duzer Lawrence purchased a farm and commissioned the architect, William A. Bates, to design a planned community of houses for well-known artists and professionals that became a thriving art colony. This community, now called Lawrence Park, is listed on the National register of Historic Places and many of the homes still have artists’ studios. A neighborhood association within Lawrence Park called “The Hilltop Association” keeps this heritage alive with art shows and other events for neighbors.

Bronxville offers many charming neighborhoods as well as a variety of living options for residents including single family homes, town houses, cooperatives and condominiums. One of the chief benefits of living in “the village” is that your children can attend the Bronxville School.

The Bronxville postal zone (10708, known as “Bronxville PO”) includes the village of Bronxville as well as the Chester Heights section of Eastchester, parts of Tuckahoe and the Lawrence Park West, Cedar Knolls, Armour Villa and Longvale sections of Yonkers. Many of these areas have their own distinct character. For instance, the Armour Villa section has many historic homes and even has its own newsletter called “The Villa Voice” which reports on neighborhood news.
