New York State and the CDC Provide Guidance on Trick or Treating and Other Halloween Activities

Oct. 21, 2020: Both New York State and the Centers for Disease Control and Prevention (CDC) have issued guidance on trick or treating and other Halloween activities.

Guidance from the CDC

The guidance from the CDC begins with the following general statement:

"Many traditional Halloween activities can be high-risk for spreading viruses. There are several safer, alternative ways to participate in Halloween. If you may have COVID-19 or you may have been exposed to someone with COVID-19, you should not participate in in-person Halloween festivities and should not give out candy to trick-or-treaters."

Lower risk activities

These lower risk activities can be safe alternatives:

-Carving or decorating pumpkins with members of your household and displaying them

-Carving or decorating pumpkins outside, at a safe distance, with neighbors or friends

-Decorating your house, apartment, or living space

-Doing a Halloween scavenger hunt where children are given lists of Halloween-themed things to look for while they walk outdoors from house to house admiring Halloween decorations at a distance

-Having a virtual Halloween costume contest

-Having a Halloween movie night with people you live with

-Having a scavenger hunt-style trick-or-treat search with your household members in or around your home rather than going house to house

Moderate risk activities

-Participating in one-way trick-or-treating where individually wrapped goodie bags are lined up for families to grab and go while continuing to social distance (such as at the end of a driveway or at the edge of a yard)

-If you are preparing goodie bags, wash your hands with soap and water for at least 20 second before and after preparing the bags.

-Having a small group, outdoor, open-air costume parade where people are distanced more than 6 feet apart

-Attending a costume party held outdoors where protective masks are used and people can remain more than 6 feet apart

-A costume mask (such as for Halloween) is not a substitute for a cloth mask. A costume mask should not be used unless it is made of two or more layers of breathable fabric that covers the mouth and nose and doesn’t leave gaps around the face.

-Do not wear a costume mask over a protective cloth mask because it can be dangerous if the costume mask makes it hard to breathe. Instead, consider using a Halloween-themed cloth mask.

-Going to an open-air, one-way, walk-through haunted forest where appropriate mask use is enforced, and people can remain more than 6 feet apart

-If screaming will likely occur, greater distancing is advised. The greater the distance, the lower the risk of spreading a respiratory virus.

-Visiting pumpkin patches or orchards where people use hand sanitizer before touching pumpkins or picking apples, wearing masks is encouraged or enforced, and people are able to maintain social distancing

-Having an outdoor Halloween movie night with local family friends with people spaced at least 6 feet apart

-If screaming will likely occur, greater distancing is advised. The greater the distance, the lower the risk of spreading a respiratory virus.-Lower your risk by following CDC’s recommendations on hosting gatherings or cook-outs.

Higher risk activities

Avoid these higher risk activities to help prevent the spread of the virus that causes COVID-19:

-Participating in traditional trick-or-treating where treats are handed to children who go door to door

-Having trunk-or-treat where treats are handed out from trunks of cars lined up in large parking lots

-Attending crowded costume parties held indoors

-Going to an indoor haunted house where people may be crowded together and screaming

-Going on hayrides or tractor rides with people who are not in your household

-Using alcohol or drugs, which can cloud judgement and increase risky behaviors

-Traveling to a rural fall festival that is not in your community if you live in an area with community spread of COVID-19

The Nature of Things

The Nature of Things, begun in 1982, is “an environmental outreach program that presents quality live animal presentations to schools and centers throughout the greater Metropolitan areas in New York and Connecticut. Over the Moon Music and More

Over the Moon Music and More is part of Music Together. A visit to the Central Park Zoo can be part of a day “in the city” that can include a nice stroll through Central Park, a visit to the Zoo, lunch with some friends and play time in one of the Park’s wonderful playgrounds. Maritime Aquarium at Norwalk (CT)

The Maritime Aquarium at Norwalk is great for children of all ages. You can see many marine animals from Long Island Sound and beyond including large sea turtles, sharks, jellyfish, seals and playful river otters. Seal show three times daily. Touch sharks, stingrays and intertidal animals at two touch tanks. Everything is at eye level for a child even if they are in a stroller. IMAX theater shows 40-minute nature films on a screen six-stories tall. Aquarium play space where kids burn off extra energy while big people rest. On-site cafeteria-style restaurant. If you want to make it a full day, after you finish at the Maritime Aquarium, take a short ride over to Stepping Stones Museum for Children (see separate listing for more information). There is also a very nice playground called Devon's Place right next to the Stepping Stones Museum.

New York Botanical Gardens

The New York Botanical Gardens is a nice place to go for a scenic stroll with a baby, particularly if there is a special exhibit in the Gardens. It is also a great place to bring school-age children, who can enjoy the “Adventure Garden” or one of the many special events for children. Finally, the Gardens’ puts on a special electric train exhibit during the Christmas holidays which is great fun for children and adults.

Museum of Modern Art

The Museum of Modern Art in Manhattan is another fun place to take a baby for a stroll. You’ll enjoy seeing a new exhibit and your child will enjoy the stimulation of a new experience. Take the train to Grand Central and take a nice walk up to the Museum. Stepping Stones Museum for Children

The Stepping Stones Museum for Children features “interactive exhibits, educational programs and fun for the whole family.” They have a toddler-only gallery where your children can climb on soft blocks. They also have many hands-on exhibits that your child will enjoy, including one room filled with flowing water and colorful balls. This summer they had an outdoor bubbles exhibit where kids could enjoy blowing bubbles into the air. This is a “must do” outing.

Stone Barns Center for Food and Agriculture

Stone Barns Center for Food and Agriculture is a “non-profit farm, educational center and restaurant.” Its mission is to “demonstrate, teach and promote sustainable, community-based food production.” They offer educational programs for children K-12 and have a Harvest Festival in October (October 13, 2007) which is fun for the whole family. The restaurant is called Blue Hill at Stone Barns and offers guests “a taste of the farm.”

Wave Hill

Wave Hill is a 28-acre public garden and cultural center in the Bronx overlooking the Hudson River and Palisades. It has a wonderful history. For example, Wave Hill House was originally a country home. It was rented by Theodore Roosevelt`s family in 1870 and 1871 and by Mark Twain from 1901 to 1903. It was deeded to NYC in 1960. It has beautiful gardens and many educational programs. It even offers family art projects. It is a lovely place for a stroll in the spring.

Bryant Park

If you’re planning a day trip to New York City, you might want to consider making a visit to Bryant Park. Located an easy walk from Grand Central, the Park offers a french-style Carousel and an outdoor reading room, which holds reading programs for kids and has kid-sized furniture. The Park also has a skating pond for some winter fun.

The Bronxville School has an 8-acre area that includes playing fields, a track and a playground. The playground includes swings, slides, climbing rocks and other equipment. It is particularly well suited for school age children.

River Lake Park

River Lake Park is the 21-acre park that extends along the western edge of Bronxville, bordering the Bronx River. It includes a path for walking and biking. It is a nice place for a stroll with babies and young toddlers who will enjoy seeing the ducks and geese on the River and watching others biking and running.


Sagamore Park

Sagamore Park is a .63 acre playground located on the east side of Sagamore Road. The playground includes slides, swings, a sandbox, a basketball hoop and some open space to ride on the push toys that are left in the park for all to use. It is great for babies and young toddlers.


Main Street Park in Tuckahoe

This is a small "no frills" park on the end of Main Street in Tuckahoe that is closer to the Mobil Station. It has a small jungle gym with two slides and a swing set with two baby swings and one regular swing. The park is small and contained and appropriate for young toddlers.
