Bronxville Village Board of Trustees November Meeting: Update from Amy Paulin, Recent & Upcoming Events and Other Items

Nov. 25, 2025: The Village of Bronxville Board of Trustees met on November 10th. Below are highlights from that meeting.
 
Update From Amy Paulin:  Challenging State Budget, Vaccine Access, Medicaid Changes
 
Amy Paulin, Assembly Member from the 88th District, which includes Bronxville, spoke at the meeting. Mayor Marvin described Paulin as the “most responsive, most effective, and most importantly for me, most principled person who has represented us.”
 
Below are some of Paulin’s comments:
 
-Bronxville has had an impact on the State and County.  For example, Bronxville had an impact on State legislation when it sought to change the speed limit on local roads.
 
-The Governor will introduce the budget in the third week of January. We anticipate a challenging budget due to the expected healthcare cuts at the federal level. This will have a big impact.
 
Paulin says that she has been able to pass many bills in the last few years, and that this is the time of year when she develops bills.
 
Trustee Knapp asked Paulin what she’s thinking about for bills now.
 
Paulin is the Healthcare Chair. She said they are looking at uncertainty related to vaccines. She said the requirements for vaccines could change, such as requiring a prescription. Some states enable pharmacists to prescribe. They are looking at what New York State should do to ensure people have access to vaccines that they want and can get them safely.  
 
Mayor Marvin asked about the use of E-bikes, which have outpaced the legislation. She said this is an area that is affecting villages like Bronxville. Paulin said she will look and see what they have done and what needs to be done.
 
Trustee Fredericks said that Westchester County Executive Ken Jenkins anticipates an 8% cut in County government.  He asked Paulin is she thought this was a good estimate of what might happen at the State level.  
 
Paulin said that they don’t know at this time. She said that the State is going to put a work requirement on Medicaid. She said that people could fall off when this happens, and more people will be uninsured and end up in city hospitals. She said that they just don’t know at this time.
 
Mayor Marvin asked about the status of a bill that lets religious organizations be exempt from taxes. Paulin said that she hasn’t seen that bill advance as yet.
 
Fredericks thanked Paulin for all the help she has offered to Bronxville over the years.
 
Mayor’s Report: Recent and Upcoming Events 
 
Mayor Marvin spoke about various recent and upcoming events in the village.
 
Recent and Upcoming Events
 
-The Halloween Parade was a big success, and kids went into town to trick or treat.  She thanked the local stores for their generosity.
 
-Christ Church had its 100th Anniversary, which the Bishop of New York attended.
 
 
-St. Joseph held an event to honor veterans.
 
-The Junior League is having a Thanksgiving Food Drive.
 
-The Reformed Church, the Village, and the Community Fund are working together to collect food for "Feeding Westchester."
 
-The Picture House is sending out its annual appeal. Mayor Marvin spoke about the importance of supporting the Picture House because 70% of their sales go back to the movie studio.
 
-Nov. 29 is Small Business Saturday. There will be free parking.
 
-Nov. 29 is the Katie Welling Run.
 
-The Working Gardeners Club is turning 100 years old and is having a big event.
 
-The Junior League Stocking Stroll is on Dec. 4 and 5. The giveaways are amazing.
 
-Dec. 7 is the holiday tree lighting in the circle near the Bronxville Diner.
 
-Dec. 15 at 5pm is the Menorah lighting in Leonard Morange Square.
 
Other Items
 
Mayor Marvin mentioned that Village Judge George Mayer passed away recently. She noted that he was “a real part of the fabric of Village Hall and the Village.”
 
Village Administrator Jim Palmer mentioned that the Village has a newsletter that includes a lot of useful information. He noted that the newsletter is posted on the Village website. He also spoke about curbside leaf collection, tree work, and paving.
 
The Board has established a committee to develop the landscaping plan for the Crawford drainage improvement area.
 
The Village has received a grant to study the Bronx River corridor and what can be done to alleviate flooding.
 
Trustee Fredericks said that the Village’s new tree policy is on the website.  This policy includes a subsidy for residents who want to get a new tree planted adjacent to their property or near an apartment building. Go to the website for more information.
 
He also spoke about the "Aware" crime program that Bronxville has with Yonkers. This is an agreement between the Bronxville Police Department and Yonkers that allows Yonkers to monitor Bronxville's surveillance cameras and license plate readers in real time. Yonkers will get a warning of potential violations and crimes and will contact the Bronxville Police Department.
 
Police Chief Satrale secured a $200,000 grant for enhancements to the police department’s record management system.
 
The Village is reviewing the wall and steps behind the Avalon apartment complex to determine what needs to be done to keep them functional and safe.
 
The Fire Commissioner election is on December 9th from 2 - 9:00pm. Village residents will vote at Village Hall. There is more information on the Eastchester Fire Department website.

Bronxville Overview

Bronxville is a quaint village (one square mile) located just 16 miles north of midtown Manhattan (roughly 30 minutes on the train) and has a population of approximately 6,500. It is known as a premier community with an excellent public school (K-12) and easy access to Manhattan. Bronxville offers many amenities including an attractive business district, a hospital (Lawrence Hospital), public paddle and tennis courts, fine dining at local restaurants, two private country clubs and a community library.

While the earliest settlers of Bronxville date back to the first half of the 18th century, the history of the modern suburb of Bronxville began in 1890 when William Van Duzer Lawrence purchased a farm and commissioned the architect, William A. Bates, to design a planned community of houses for well-known artists and professionals that became a thriving art colony. This community, now called Lawrence Park, is listed on the National register of Historic Places and many of the homes still have artists’ studios. A neighborhood association within Lawrence Park called “The Hilltop Association” keeps this heritage alive with art shows and other events for neighbors.

Bronxville offers many charming neighborhoods as well as a variety of living options for residents including single family homes, town houses, cooperatives and condominiums. One of the chief benefits of living in “the village” is that your children can attend the Bronxville School.

The Bronxville postal zone (10708, known as “Bronxville PO”) includes the village of Bronxville as well as the Chester Heights section of Eastchester, parts of Tuckahoe and the Lawrence Park West, Cedar Knolls, Armour Villa and Longvale sections of Yonkers. Many of these areas have their own distinct character. For instance, the Armour Villa section has many historic homes and even has its own newsletter called “The Villa Voice” which reports on neighborhood news.
