Highlights of April Bronxville Village Board Meeting

May 3, 2023:  The Bronxville Village Board of Trustees held its April meeting on April 10th.

This meeting included the Board's "Annual Actions," such as reappointment for one year of a number of individuals who work for the village and on various village boards, signatories for checks, price quote requirements, authorized bank depositories, meeting dates and other items.

The Village Board has been working with a company called "Street Plans" to try to "reimagine" the village downtown area post-Covid including outdoor dining and the "new norm" with delivery services like Door Dash. The Board is also reviewing the input received from the Route 22 Crosswalk Survey.  

Trustee Mary Behrens provided and update on Maltby Park.  Maltby Park is the green space near the village paddle courts. Behrens noted that the village and the "Friends of Maltby Park" group have been working on a public-private partnership to renovate this park, which is long overdue. The Village has committed $150k to this project. At this time, the "Friends of Maltby Park" group has collected cash of $242k and is collecting on pledges of an additional $108k. The playground equipment has been ordered for installation by late August.  Bids are out for the landscaping. Behrens noted that the support for this project has been "tremendous." Detailed plans for the Park and the ability to donate to this effort are on the Village's website.

Trustee Bill Fredericks spoke about a recent meeting with the village Green Committee regarding replacing trees in the village that have been lost due to storms as well as developing a record of trees in the village. 

Margaret Majer, head of the Bronxville Library Board of Trustees, spoke about the success of the sold-out Library fundraiser, which this year also included business sponsors and a silent auction.  

Mayor Marvin mentioned that on October 1st, the village will celebrate its 125th anniversary.

Marvin also provided a brief update on the "Housing Compact" that was proposed by Governor Hochul. She mentioned that she had spoken with over 20 mayors who also oppose the Housing Compact proposal.  Since this Village meeting, Governor Hochul has removed $250 million that she initially included in the State Budget for the "Housing Compact." Click here to learn more.

Village Administrator, Jim Palmer, reviewed the proposed 2023-24 Village Budget, which can be found on the village website. You can also review a hard copy at Village Hall. 

Jim Palmer noted that the Village Budget is driven by taxable value, revenue and expenses and the tax rate increase.

The proposed Village Budget for 2023-24 is $19,486,740. The total tax levy for 2023-24 is $11,850,000, up 2.39% from last year. The budget utilizes $700k from unassigned fund balance, $125k in tax-stabilization money and $30k from the reserve for debt service to help reduce the tax levy. The unassigned fund balance is currently over $8 million. The taxable value in the village is $3.3 bn.  

Bronxville Village Administrator Jim Palmer noted that "Take-back Day" will be on June 3rd. 

During the commenting period, Bronxville resident Margaret Majer thanked Mayor Mary Marvin and the entire Board for all they do for the village. Bronxville resident Andrew Langhoff also spoke about the proposed crosswalk on Route 22.  He is in favor of the crosswalk and requested clarity on concerns raised and urgency in moving forward with the project.

Bronxville Overview

Bronxville is a quaint village (one square mile) located just 16 miles north of midtown Manhattan (roughly 30 minutes on the train) and has a population of approximately 6,500. It is known as a premier community with an excellent public school (K-12) and easy access to Manhattan. Bronxville offers many amenities including an attractive business district, a hospital (Lawrence Hospital), public paddle and tennis courts, fine dining at local restaurants, two private country clubs and a community library.

While the earliest settlers of Bronxville date back to the first half of the 18th century, the history of the modern suburb of Bronxville began in 1890 when William Van Duzer Lawrence purchased a farm and commissioned the architect, William A. Bates, to design a planned community of houses for well-known artists and professionals that became a thriving art colony. This community, now called Lawrence Park, is listed on the National register of Historic Places and many of the homes still have artists’ studios. A neighborhood association within Lawrence Park called “The Hilltop Association” keeps this heritage alive with art shows and other events for neighbors.

Bronxville offers many charming neighborhoods as well as a variety of living options for residents including single family homes, town houses, cooperatives and condominiums. One of the chief benefits of living in “the village” is that your children can attend the Bronxville School.

The Bronxville postal zone (10708, known as “Bronxville PO”) includes the village of Bronxville as well as the Chester Heights section of Eastchester, parts of Tuckahoe and the Lawrence Park West, Cedar Knolls, Armour Villa and Longvale sections of Yonkers. Many of these areas have their own distinct character. For instance, the Armour Villa section has many historic homes and even has its own newsletter called “The Villa Voice” which reports on neighborhood news.
