Bronxville School Board Prepares for Long Construction Period; Three Projects

Nov. 27, 2013:  The long season of construction at The Bronxville School, which began last summer with the building of a new concession stand, promises to ramp up in February of 2014 and continue through mid-September of 2015.

The Bronxville Board of Education, at its regular meeting on November 21, discussed details of major construction projects slated for the building and grounds as well as projected timelines for construction and completion.

Auditorium and Science Labs:  Erik Wilson, associate principal at KG&D Architects, the school district's architect, reported that bids are out for the auditorium renovation and refurbishment of the middle school science classrooms and lab. Approximately 25 contractors participated in a November 21 walkthrough for the projects. Bids are due from contractors December 10.

Wilson anticipates that work on the auditorium will begin in February of 2014 and continue for one year, with the auditorium being ready for use in February of 2015. Construction on the middle school science classrooms will take place over the coming summer. The facilities should be complete by the opening of the 2014-2015 school year.

Flood Mitigation:  A flood mitigation project, a joint effort by the school district and the Village of Bronxville and funded by a grant from the Federal Emergency Management Administration, could see construction work beginning in February of 2014 and continuing until September of 2015. The project is designed to reduce flooding from large-scale, 100-year storms on the school property and in its immediate neighborhood. Superintendent Dr. David Quattrone noted that voters must approve the school's portion of the project's cost, approximately $889,000, on a referendum, which would be held in May.

According to David Lombardi, representative from the district's engineering firm, John Meyer Consulting, the project would require the removal of 20,000 cubic yards of earth from the school property to install retention tanks under Hayes Field and two 30-inch force mains from a pump station to the Bronx River. Plans call for construction of the 25-by-35-foot pump station on school property, at a corner of Hayes Field near Midland Avenue. The station would house pumps, controls, and a diesel fuel storage tank.

Lombardi projected that construction on the force mains could begin in February of 2014 and anticipated January of 2015 as the starting date for excavation and installation of the retention tanks and pipes at Hayes Field, so as not to interfere with the fall sports schedules.

Lombardi estimated an approximate five-month construction period needed for the project's Hayes Field work, which would leave July and August of 2015 for field reconstruction.

David Brashear, board president, echoed concern expressed by board members about the ability to meet such a tight construction schedule and noted that the fields would be available by mid-November of 2014 to begin work. "We want to push a more aggressive schedule up front so there is a bigger window at the end of the project," he said.

Hayes Field Reconstruction:  Russ Davidson, managing partner of KG&D Architects, presented a possible plan for the Hayes Field area restoration after completion of the flood mitigation project. The plan includes moving the current play area, without losing any square footage, farther away from the parking area, while Hayes Field would be reconfigured as a full-size field for football, lacrosse, and field hockey that could be used for practice or competition. A 22,000-square-foot rectangular practice field would sit adjacent to Hayes Field. Specifications call for both fields to be synthetic turf.

"It should be pointed out," said Dr. Quattrone, "that this represents only a partial solution to our field space problem. There is still a need for additional space."

The Chambers Field concession stand, still under construction, stalled when the contractor discovered that the Midland Avenue sewer main was farther out into the street than village blueprints indicated. Dan Carlin, assistant superintendent for business, reported that the district will meet with the architect and contractor to secure a proposal to compensate for that discrepancy.

The Bronxville Board of Education will hold its next regular meeting on Thursday, December 19, at 7:00 pm in the school's multipurpose room.
