Welcome to the Board and Annual Appointments

Mayor Mary Marvin opened the meeting by welcoming to the Village Board Trustee Vanessa O'Friel and congratulating Trustee Helen Knapp and Justice Bill Primps on their reelections. Justice Natasha Nordahl swore in Justice Primps and Trustees Knapp and O'Friel.  

The Board then approved the following annual appointments.

Village Assessor: Mark Heinbockel

Village Historian: Ray Geselbracht

Deputy Registrar: Mary Ann Magliato

Mayor Marvin then discussed the auditors, required signatories for various accounts, and various village policies, including the Fund Balance Policy and Procurement Policies. She also discussed other items, including Bank Depositories, Surety Bonds, Official Newspaper, Meeting Dates, and Mileage Reimbursement.

Marvin mentioned the names of individuals reappointed to the Planning Board, Design Review Committee, Zoning Board of Appeals, Ethics Board, and Library Board of Trustees.

Events and Milestones

Marvin then reported on various events and organizations, including the following:

-She spoke about the Bronxville Picture House and encouraged residents to support it.

-She noted that Continental 109 in Bronxville is celebrating 65 years in that location.

-She spoke about the recent "fabulous" three-on-three basketball tournament on Park Place.

-She noted that a group of young women at the Bronxville School wants to have a flag football game with the Bronxville Police Department.

-She spoke about the recent Bronxville Women's Club 100th Anniversary Ceremony.

-She noted that the Bronxville Teachers Association and NYP are having a Blood Drive on April 21st.

-She said that there will be an Arbor Day tree planting in front of the Giving Garden on April 24th. 

Trustee Knapp spoke about the recent racquets event at the Bronxville Village courts. She said it was a great turnout on a beautiful day. She was complimentary of the coaches and the event.

Village Administrator's Report

Village Administrator Jim Palmer said that the landscaping committee has finalized a landscaping plan for the Crawford Improvement Project. He noted that there will be significant native planting, and a walking path will be established around the perimeter of the site. This landscaping plan will be put out to bid. Trustee Fredericks and Deputy Mayor Underhill have been chairing the landscaping committee. Palmer thanked the Working Gardeners and the nearby residents who have provided a lot of input.  

Tree Planting Project

Palmer said that the Bronxville Historical Conservancy has contributed funds to support tree planting in the village and said that if you want to have a tree planted at the front of your property, call Jim Palmer to help you. The goal of this program is to replace trees lost due to storms over the years. The tree canopy is really important to the Village. You can also nominate a spot in an apartment complex or in the Business District that needs a tree.

Plantings in the Village

Palmer said that the DPW does an amazing job of mulching all the beds throughout the village. He noted that the Boulder Ledge organization has done great work in Centennial Park, and the Village is doing tree planting in the downtown area and elsewhere in the village. The village is also doing some paving in the village and drainage improvements in various locations in the village.

Public Hearing Regarding an Increase in a No-Parking Zone

Mayor Marvin opened a public hearing to discuss an amendment to the vehicle and traffic law. This change increases the no-parking zone on the east side of Parkway Road by 25 feet to incorporate "no parking" at the crosswalk that is mid-block on Parkway Road to ensure there is proper clearance for pedestrians. This local law amendment was approved.

Public Hearing Regarding Village Budget for FY 2026-27

Mayor Marvin said that the proposed Village Budget for FY 2026-27 is 2.02% above last year's budget. Village Administrator Jim Palmer provided additional information about various line items in the budget. The tax levy increase is 2.58%. The Village Budget is available on the Village's website. Mayor Marvin spoke about important projects recently completed, currently underway, or coming soon, including a new solar roof on the DPW, the reconstruction of the Milburn Street retaining wall, the Crawford Drainage Project, Route 22 improvements to pedestrian signals, more sidewalk and curbing, and new catch basins.

Deputy Mayor Bob Underhill thanked Jim Palmer and his team for their incredible work on the Budget and on recent grants. Jim Palmer subsequently spoke about a few upcoming purchases.

Outdoor Dining 

Mayor Marvin noted that Outdoor Dining in Bronxville will start on April 19 and go through Thanksgiving, and there are certain aesthetic standards.

Recent Passing of Bob Riggs

Deputy Mayor Bob Underhill spoke about the recent passing of Bob Riggs, who was a "giant of this community," and served in many roles in the Village, and was also "the driving force" behind the founding of the Bronxville Historical Conservancy.

Grand Marshals 

Mayor Marvin noted that Corky and Randy Frost will be the Grand Marshals of the Memorial Day Parade. The Frosts have been very involved with the Village over the years. Among other things, they endowed the Eliza Corwin Frost School, and Corky was also chairman of the planning board for well over a decade.

Public Comments

Bryan Dougherty, the new President of the Bronxville Library Board of Trustees, thanked the Village Board for their support of the Library. He said that the Library has launched new branding, logos, and website. He noted that the Library Budget came in under budget. He also said that the Library received several grants that helped pay for a new workroom and boiler.

Dougherty thanked the Library Trustees, the Friends of the Bronxville Library, the Library Director, the Village Trustees, and others. He noted that the Library Fundraiser this year is on May 1st.
